App full screen behavior on Dual Screen (Book Mode) is inconsistent

Expected Behavior

In Book Mode (landscape) an app to stay in landscape orientation regardless of in single screen as a floating window or in full screen.

Current Behavior

Depending on the app the app either stays in landscape mode i.e. Google Play Store or the app rotates to portrait mode in full screen. I have a video of the issue but it won't upload. So attaching a few screen shots.

1. Google Play in floating window
2. Google Play full screen Landscape
3. MSN app floating window
4. MSN full screen now rotated to portrait
5. MSN in task switcher is correctly in landscape mode though

Steps to Reproduce

1. Install latest build
2. Enable floating windows
3. launch an app i.e. MSN app
4. App is in floating window
5. Tap the full screen button
