multiple issues with tags side panel #3411

Bug description

issue 1: rule34.xxx, rule34.us, e-hentai, every gelbooru 0.2 based site I tried except gelbooru itself; return incorrect tag counts in the side panel.

issue 2: e621 doesn't populate anything to tags side panel.

Steps to reproduce

perform search with any of the mentioned sources
look at tags side panel
See error

Expected behavior

all of the sources mentioned should be reporting correct tag lists and counts.
