We need a way to set and reset user passwords.

@devinmatte how do you feel about if instead of a set_password route, I just have PATCH /users/:some_user_identifier in the form of

updateUser(user_identifier, password?, permissions?, other_data?);

So long as I'm keeping this rest(ish), I think this is the direction I'm moving.
