deck gateway diff v1.46.0 does not show the difference via + and - (regression) #1582

When using the github action for deck without specifying a version (and using latest v1.46.0), the diff does not show which lines have changed. Using the previous v1.45.0 shows the lines as expected.

Reproducible with doing a change and gateway diff with both versions. I haven't tested the local diff.
