feature request: Option to hide stalled torrents

Problem Description / Use Case

There should be an option to hide stalled torrents because they can't be cached and are waste of time.

Proposed Solution

Add the option to hide stalled torrents.

AIOStreams does't have data to determine whether a torrent is stalled.

But indeed has data about seeds and peers. If the number is 0, then the torrent is stalled.
