Create automatoes configuration file structure

Let's create the automatoes configuration file to set things that can be automatized(i.e key generation, challenges).

This will give more flexibility to the system administrator to deploy and manage things.

• Add configuration file to the work directory #32
• Add option to configure certificate file names #122
• Define what should be there

Reminding the account account.json isn't the configuration file but a representation about the unique account present and managed by the manuale. We'll manage multiple accounts per automatoes base directory see: #92
