I saw that unrealircd supported it too.
Yeah, that's what I could gather from it too.
AFAIK when connecting the IRC server responds to which modes it
supports so it should be possible to be selective about when to use it.
Since not even the most popular networks support this I think this has a
low priority. I might provide an PR not not in the forseeable future.
This new feature should also make Lita +B if the server supports it.

I know knows lot of enterprise and project networks (non public) that use this.
Its helpful both for admins and for bots recognizing each other to prevent accidental bot storms.
There may be different permissions, like allowing faster or more messages per second. Or the motd may be different.
