[Command] Add and Delete Environment #81

These commands should proxy the env.create and env.delete API endpoints to create new users with assigned roles in Permit.

Implementation Details

Commands are permit env create and permit env delete
The command is an "API Proxy command", read more on this here: https://github.com/permitio/permit-cli/blob/main/CONTRIBUTING.md#-api-proxy-commands
API endpoints are:
- Create: https://api.permit.io/v2/redoc#tag/Environments/operation/delete_environment
- Delete: https://api.permit.io/v2/redoc#tag/Environments/operation/delete_environment

Edge Cases (for PR screencast)
