Make logging configurable

Summary
If a new group is created via the identity client and the group does not exist in the identity provider, the getGroup endoint throws an exception. This exception is showen in the logfile, which can cause confusion for the operator. Therefore it should be possible to configure the loglevel. Futuremore for the exceptionhandler class handleJsonError the loglevel should be lower than error.
