Added a python script to generate tsv files from local packages.
Added url escape for pkg's with spaces in the names.

The pkg's pulled with a direct DL will install, but pkg's pulled with background DL don't want to install. It's easier to just mount your ps3netsrv pkg folder and install that way, but I figured give people some options or whatever. |
