Scrolling Accounts for Interval

If the time picker only includes part of the day it will still scroll to the corrcet time.

Update scroll

Scrolling will properly re scroll when the input is removed.

Offset auto scroll

Offset the auto scroll by x number of intervals

Scroll to default time

If the default time or initial value is set, the time picker will scroll to that div.
The time picker will also completely hide when the first item is clicked.
